Supply/Delivery of Goods and Execution of Service for Critical Operation of PETRONAS and Its Group of Companies During the Period of Movement Control Order Due to Pandemic COVID-19

To all PETRONAS Contractors 

SUBMISSION OF APPLICATION TO MINISTRY OF INTERNATIONAL TRADE AND INDUSTRY (“MITI”) FOR OPERATION AND SERVICES DURING PERIOD OF MOVEMENT CONTROL ORDER 

Reference to our notices with regards to operations during the period of Movement Control Order by Government of Malaysia Kerajaan Malaysia, which is now extended until 14 April 2020 (“Movement Control Order Period”).

  1. As we have notified that all activities related to supply of goods, products and execution of services (including projects) throughout the Movement Control Order Period is subject to compliance by the contractors of all regulations and guidelines as may be ordered and issued from time to time by the relevant authorities including MINISTRY OF INTERNATIONAL TRADE AND INDUSTRY (“MITI”)

  2. It is the responsibility of EACH CONTRACTOR (INCLUDING SUB-CONTRACTOR) to submit its Application to Continue Operations During the Movement Control Order Period, to MITI by telephone, email and website as follows:

  3. All contractors (including sub-contractors) are reminded to ensure that EACH APPLICATION is complete and fulfil all the conditions as set out, which include amongst others:
    • Each contractor is required to state the number of employee on duty at minimum or reduction of at least 50% of the current or registered number of employees. The Contractor must establish a work from home system for employees who are not involved with the critical manufacturing or production activities;
    • List of employee(s) who are involved throughout the Movement Control Order Period;
    • List of products which is priority and critical for the local market;
    • Contractor is required to establish a guidelines and preventive measures for COVID 19 as set out by Ministry of Health of Malaysia, from time to time.

  4. Contractors shall throughout the Movement Control Order Period execute and ensure the following:
    • the movement of all employees are limited to only from house to factory or to other appointed location;
    • to make available thermometer, and to measure daily of each employee’s body temperature at the entrance of the factory or required premise, whereby all such temperature readings shall be recorded and kept for reference. In the event that such body temperature is found to exceed the normal body temperature, contractor must contact the nearest government hospitals or clinics.
    • All employee are to comply with all COVID 19 preventive measures as may be ordered by the Ministry of Health, Malaysia from time to time.
    • Contractors shall make available hand sanitizer at the entrance of the factory or any other locations, within the factory or premise/locations as set out and to ensure the usage of face mask by each employee.
    • Contractor shall clean and sanitize the factory/premise prior to commencement of each shift or operations.
    • Cleaning and sanitization process shall be carried out three (3) times a day particularly the common areas such as lobby, lift, cafeteria, meeting rooms, prayer’s rooms, bus/employee’ transportations and covered recreational area.

  5. PETRONAS seeks the cooperation of each contractor (including sub-contractor) in ensuring the continuity of activities and operations of PETRONAS including those affecting the manufacturing and production of critical and essential products for public consumption, throughout the Movement Control Order Period by ensuring:
    • RELEVANT APPLICATION to operate during the Movement Control Order Period is made and submitted to MINISTRY OF INTERNATIONAL TRADE AND INDUSTRY immediately, together with the necessary notices issued by PETRONAS on:
      • requirement to supply good and services during the Movement Control Order period;
      • Movement to effect supply (including interstate movement);
    • Compliance to each regulation and guidelines as set out by MINISTRY OF INTERNATIONAL TRADE AND INDUSTRY and other relevant authorities.

  6. Health and safety of the personnel are of utmost importance. In this regard, please take all the necessary precaution as may be appropriate until advised otherwise by the Government of Malaysia, to ensure that supply of products and service for essential and critical operations, continue in a safe manner.
