Notice to Contractors on CMCO

To All PETRONAS Contractors, 

1. Reference to the announcement by the Government of Malaysia on 12 October 2020 with regards to Conditional Movement Control Order (“CMCO”) applicable to the following states:
• Sabah (13 - 26 October 2020)
• Selangor, Kuala Lumpur and Putrajaya (14-27 October 2020. 

2. All Contractors shall throughout the CMCO ensure the following:

 a) the movement of its employees, comply with the guidelines and restrictions imposed by the relevant authorities from time to time, which includes:

i. preparing and making available letter confirming and authorizing such employees to execute work for the relevant contractor, for the purpose of inter-districts and/or inter-state movements/travel; 

ii. obtain approval from the relevant authorities (including from the nearest police station) prior to any inter-state movement/travel; 

b) compliance to all standard operating procedures and guidelines with regards to execution of activities or work, as may be imposed and ordered by Ministry of  International Trade and Industry and other relevant authorities from time to time; 

c) compliance with all COVID 19 preventive measures as may be ordered by the Ministry of Health, Malaysia from time to time. 

3. Contractors are advised to regularly check and be updated on the guidelines and restrictions by the relevant authorities, affecting or governing the activities (including the employees’ movement), as there could be different requirements and guidelines imposed by the relevant authorities of the respective state(s) and/or district(s). 

4. Health and safety of the personnel are of utmost importance. PETRONAS seeks the cooperation of each contractor (including sub-contractor) in ensuring the continuity of activities and operations of PETRONAS in safe manner. Therefore, please take all the necessary precaution as may be appropriate until advised otherwise by the Government of Malaysia. 

5. This Notice shall be applicable throughout the CMCO period including any other date as may be ordered by the Government of Malaysia. Thank you. 

Kepada Semua Kontraktor PETRONAS,

1. Merujuk kepada pengumuman oleh Kerajaan Malaysia pada 12 Oktober 2020 berkenaan dengan Perintah Pergerakan Kawalan Bersyarat (“PKPB”) ke atas negeri-negeri berikut:
• Sabah (13 - 26 Oktober 2020)
• Selangor, Kuala Lumpur dan Putrajaya (14-27 Oktober 2020).

2. Sepanjang tempoh PKPB, kesemua kontraktor adalah dikehendaki untuk memastikan perkara-perkara berikut:

a) pergerakan dan perjalanan pekerja-pekerja kontraktor mematuhi garis panduan dan sebarang sekatan yang diarahkan oleh pihak berkuasa berkenaan dari masa ke semasa termasuk:

i. menyedia dan mengemukakan surat yang mengesahkan serta membenarkan pekerja-pekerja berkenaan untuk melaksanakan kerja bagi pihak kontraktor, bagi tujuan pergerakan/perjalanan merentas daerah dan/atau negeri;

ii. mendapat kebenaran dari pihak berkuasa berkenaan (termasuk dari balai polis yang berdekatan) sebelum melakukan sebarang pergerakan/perjalanan merentas negeri;

b) pematuhan terhadap prosedur operasi standard dan garis panduan berkenaan perlaksanaan aktiviti atau kerja, yang dikeluarkan dan diarahkan oleh Kementarian Perdagangan Antarabangsa & Industri (MITI) dan lain-lain pihak berkuasa berkenaan dari masa ke semasa;

c) pematuhan terhadap kesemua langkah-langkah pencegahan COVID 19 yang diarahkan oleh Kementerian Kesihatan Malaysia dari masa ke semasa.

3. Para Kontraktor adalah dinasihatkan untuk sentiasa memeriksa dan mendapatkan maklumat mutakhir berkenaan garis panduan dan sekatan oleh pihak berkuasa berkenaan di negeri-negeri dan/atau daerah-daerah berkenaan, yang mempunyai bidangkuasa terhadap aktiviti (termasuk perjalanan pekerja), atas kemungkinan mempunyai keperluan dan garis panduan yang berbeza.

4. Kesihatan dan keselamatan pekerja adalah diutamakan. PETRONAS menghargai kerjasama setiap Kontraktor (termasuk sub-kontraktor) dalam memastikan aktiviti dan operasi PETRONAS dilaksanakan dalam keadaan selamat. Oleh yang demikian, anda hendaklah mengambil semua langkah sewajarnya tertakluk kepada arahan Kerajaan Malaysia.

5. Notis ini adalah terpakai sepanjang tempoh PKPB (termasuk sebarang tarikh lain yang diarahkan oleh Kerajaan Malaysia).
